Meeting Jan. 22, the Etowah, TN, UB Board of Directors named Harold Masengil to succeed the retiring John Goins as general manager.
Masengil currently serves at Etowah UB’s water/wastewater superintendent. In addition to the past four years at the utility, his background includes three years at TVA and 30 years in the U.S. Navy Reserve, from which he retired with the rank of captain.
Masengil holds an undergraduate degree from Tennessee Wesleyan University and a master’s degree from East Tennessee State University.
Goins, Etowah UB’s general manager since mid-2013, has announced plans to retire in the first quarter of this year. He was a 25-year veteran of the utility when he took the reins, having served practically all of that time as its water/sewer superintendent. He holds an undergraduate degree in civil engineering from the University of Tennessee and logged 14 years with a private engineering firm before joining Etowah UB.
