Finance and Administration Manager
Job Summary
Frankin Electric Plant Board is seeking an experienced and highly organized Finance & Administration Manager to oversee financial, accounting, administrative, payroll, human resources, compliance, and customer/community program functions. This position plays a key role in ensuring accurate financial reporting, effective cash management, regulatory compliance, and efficient day-to-day administrative operations.
The successful candidate will be detail-oriented, dependable, professional, and able to work collaboratively with department managers, supervisors, employees, vendors, auditors, and regulatory organizations. Candidate must be a hands-on financial and administrative professional who can balance accounting responsibilities with employee support, regulatory compliance, supervision, and community engagement. The position requires sound judgment, discretion, attention to detail, and a commitment to accuracy and service.
Job Description
Key Responsibilities:
Oversee the organization’s financial operations, including financial reporting, budgeting and forecasting, cash management, investments, general ledger accounting, accounts payable, plant accounting, insurance coordination, and audit support. Ensures financial records are accurate, maintains appropriate controls, and provides timely financial information to management and auditors.
Is responsible for payroll processing, tax reporting, pension payments, employee onboarding, and benefits administration. Ensures accurate and timely federal, state, and local tax filings, coordinates retirement and insurance enrollments, supports employees with benefit-related questions, and maintains required drug-testing procedures and related compliance.
Oversee daily administrative operations and staff performance, including supervising customer service and accounts payable personnel, coordinating office services and procurement, resolving administrative issues, and supporting department managers and supervisors. Identifies and implements process improvements to increase efficiency, accuracy, and effectiveness across the organization.
Qualifications
- Bachelor’s degree in accounting is required.
- Minimum 5 years of experience in utility accounting is preferred.
- Strong knowledge of GAAP, financial reporting, budgeting, payroll, and administrative practices.
- Experience with general ledger accounting, accounts payable, payroll, and tax reporting.
- Strong organizational and supervisory skills.
- Excellent attention to detail and accuracy.
- Ability to maintain confidentiality when handling financial, payroll, employee, and customer information.
- Strong written and verbal communication skills.
- Ability to prioritize multiple responsibilities and meet deadlines.
- Proficiency with Microsoft Office and accounting/financial software.
- Ability to work independently while collaborating effectively with management and employees.
- Experience working with regulatory reporting, audits, governmental agencies, or public-sector utilities is highly desirable.
