Technical Training Certificate Programs
Lineworker Apprenticeship Program (LAP)
The Lineworker Apprenticeship Program (LAP) provides essential training for those pursuing a
career in linework. It equips apprentices with foundational skills, covering basic math, electricity, and
the principles of alternating current, ensuring a strong start in the field.
Advanced Lineworker Training (ALT)
The Advanced Lineworker Training program is designed for mid-level lineworkers looking to
enhance their skills and expertise. This program blends core training with hands-on practice, problem-
solving exercises, and in-depth system reviews to strengthen knowledge and improve on-the-job
performance.
Line Design & Staking (LDS)
The Line Design & Staking Certification Program equips engineering and line design professionals
with the expertise needed to excel in their field. Through four levels of study, participants gain a deep
understanding of engineering design for electric distribution systems. The program offers courses
suitable for engineering, operations, and management personnel.
Advanced Line Design & Staking (AdvLDS)
The Advanced Power Line Design & Staking Certification is intended as the next step for students who have completed the Line Design & Staking core program. The advanced series was developed for stakers and engineers who are ready to learn more about the process and information necessary to assist in development of utility standards, design planning and equipment use and purchase decisions.
Fiber Optic Technician (FOT)
The Fiber Optic Technician Program provides a solid foundation in the construction, operation,
and maintenance of broadband services using fiber optic cable. Participants gain the skills and
knowledge needed to work with modern fiber optic technology in the utility industry, ensuring efficient
and reliable network operations.
Substation Maintenance (SM)
The Substation Maintenance Program covers typical maintenance tasks needed to keep substation equipment healthy, maximize lifespan, and minimize failures. This program combines video and textbook lessons with hands-on classroom labs, providing a comprehensive learning experience.
Electrical Metering (EM)
The Electrical Metering Certificate Program is a detailed study of all aspects of metering AC circuits at the transmission, distribution, and customer levels. Topics include types of meters, Automated Metering Infrastructure (AMI), Smart Grid access to meters, and communication fundamentals. This program combines video and textbook lessons with hands-on classroom labs, providing a comprehensive learning experience.
Protective Relaying (PR)
The Protective Relaying Certificate Program contains a detailed study of the different types of protective relays, the application of those relays to specific configurations, and a deep dive into the critical timing relations between various devices. This program combines video and textbook lessons with hands-on classroom labs, providing a comprehensive learning experience.
Distribution System Operator (DSO)
The DSO Program offers in-depth knowledge of modern electric power distribution systems. It
provides an introduction to the power industry, covering system operations with a strong focus on
distribution and safety. Designed to support job performance and system reliability, the program equips
participants with essential skills for success.
Certified Power Technology (CPT)
The Certified Power Technology (CPT) Program enhances the education of engineers without
formal training in power theory and methodology. Through hands-on exercises, problem-solving
activities, group discussions, and electrical drawings, participants gain practical skills essential for
success in the field.
Power Distribution Engineer (PDE)
The PDE Program strengthens the expertise of engineers in distribution utilities by providing

Meter Lab A starts with the basic concepts of electricity. The basic concepts of electricity are essential in understanding our electrical system and how to meter it. The loads we can expect on the systems and what characteristics we can expect those loads to exhibit. Meter lab A is also heavily weighted in meter math and understanding formulas. Math is a perishable skill and meter math is no different. Safety in metering is a focal point of lab A and discussed at length. The equipment used to meter customer loads takes center stage early in the week as we start breaking the group down into smaller teams to collectively work through various metering situations. While investigating metering equipment, we do a deep dive into the equipment that provides the measurements. These include current transformers, potential transformers, and the meters themselves. During these investigations we look at how they work, comparison measuring methods, trouble shooting and common industry mistakes. Test switches are also an item of focus due to their complexity and maintenance /inspection needs. As we tie up the equipment portion of the lab, we start to introduce vector diagram. Vector diagrams as found on test equipment and in meter software can play a pivotal role in diagnosing and catching problems. Meter site inspections and testing procedures are also an important part of the lab. During this portion we introduce a few of the more commonly used meter forms and tie them back to our discussion on vector diagrams. Meter software and test equipment are often valuable tools in diagnosing metering issues in the field. As we close our week together the groups will pull from the skills they have learned to trouble shoot and diagnose various metering issues. TVPPA’s meter lab A is not a sit and listen lab. Various hands-on activities, worksheets, and group activities break up the week’s lecture portions and help to re-enforce the presentation topics.

This training focuses on the unique issues and environment that utility professionals face. The approach is grounded in the principle that scaring people isn’t training them. The program uses a practical, proven method that avoids graphic content and fear based tactics, relying instead on measured, low stress scenarios that build confidence and real capability. It is a core component of the TVPPA Utility Security Professional Certificate Program, yet it remains a stand alone course that anyone interested in the topic can and should attend. Participants develop the essential skills to recognize early signs of aggression, assess unfolding situations, and respond effectively.

National Labor Relations Board Update

2025 was an unusual year for the National Labor Relations Board (NLRB). The previous four years saw the agency with a Democratic majority and a number of landmark decisions changing the law for employers nationwide. At the beginning of the year, the President terminated one of the NLRB’s Members, triggering a court fight that is still unfolding and leaving the agency unable to issue binding decisions for almost all of 2025. As of January 2026, the NLRB has three members and is able to issue decisions. Join Louis Cannon, Partner at Mitchell, Silberberg Knupp, as he discusses what employers should expect from the Trump NLRB over the next three years. The changes to come will affect both union and nonunion employers.
The presentation will also discuss changes in union organizing that have occurred and what employers can do to protect themselves. The presentation will also focus on best practices for unionized electric cooperatives and municipal utilities and how they can use collective bargaining agreement language to their advantage.

PPE and tool inspections are required daily. All climbing tasks and exercises are demonstrated by the instructor. Fall protection equipment is required when climbing. Climbing will be done on a 40-foot pole, but participants can climb a 90-foot pole if requested by sponsor company.

Every day, you are called upon to make important decisions. Poor choices can lead to death or serious bodily harm. Bad decisions can have major service impacts, interfere with your effectiveness and influence customer support for your business. These decisions are frequently made under conditions of stress, hazard or fatigue. Many times, these
decisions must be made in uncertain, fast moving or ill-defined circumstances. We call a decision that potentially affects our well-being or that of others and made under intense pressure a critical decision. The National Safety Council (NSC) reports that 44 linemen died in work- related incidents in 2013. Compare this with the FBI’s report that 49 police officers died due to noncriminal causes in the same period. The similarities are interesting. The NSC reports that many incidents occur during routine tasks because workers become too comfortable and complacent. Recognizing the importance of proper mindset, more utility companies are interviewing candidates based on attitude and mental aptitude, not necessarily on specified skill sets that can be developed later through training. This bears a striking similarity to recent trends in law enforcement hiring practices. Understanding the above, we must ask ourselves: is there a way to improve our ability to make critical decisions? In this program, you will be provided with some useful tools to improve your ability to make the sort of critical decisions you`re faced with every day of your career working in the public utility industry.

Understanding pricing of electricity and how it fits into this new world, the basis for existing pricing, and how it needs to change to meet the new realities of a competitive environment at the distribution level is more critical than ever.
This 2-day course lays the foundation for understanding the fundamental principles of rate design and pricing, now and going forward. We start by examining fundamentals of the generation system and how it works, types of generation and costs, and how units are dispatched. We then look at how these costs are categorized and assigned to demand, energy, and other costs for pricing purposes.
Next we look into how rates are designed to recover these costs while meeting a number of pricing goals and objectives. This includes an examination of goals and objectives, determining costs and revenue requirements, costing by season and time-of-use, coming up with billing determinants, and designing rates by revising existing rates and creating new rates. We also look at pricing challenges created by DER (such as solar) and other alternatives to the traditional grid and how we are responding.
We then examine and discuss actual wholesale and retail rates, and how these were designed in light of the goals and objectives to be met, and where we go from here.
The course also includes an Appendix with terminology and acronyms that we use in the industry, as well as other pertinent information for reference.

TVPPA`s Meter Lab B Starts with a short review of the basic concepts of electricity. Those concepts play an essential role in understanding our electrical system and how to meter it. We also do a quick refresher of common math used in metering. In the Meter Lab B, some of the math focuses on CT sizing and an introduction to vector addition. All of the math is covered with handouts and worksheets to aid in understanding and retention. High bill investigations and techniques are cover as needed depending on the participants. Other items covered in B lab include load estimation, common electrical equipment, usage costs, etc. Meter lab B is designed to quickly cover many of the concepts introduced in Lab A and transition into more complex metering situations. Ample time will be spent exploring meter forms and uses. During this portion of the Lab, we will also discuss common mistakes of metering and demonstrate some of them during one of several hands-on activities. We will demonstrate and discuss meter installation safety and voltage checks to promote safe work practices in metering. Advanced meter testing and troubleshooting is a large part of Meter Lab B. During the testing and trouble-shooting portion of this lab we will look at some of the more confusing vector diagrams. Meter site inspections and procedures are also an important part of the lab as they go hand in hand with testing and safety. TVPPA’s meter lab B is not a sit and listen lab. Various hands-on activities, worksheets, and group activities break up the week`s lecture portions and help to re-enforce the presentation topics. We recommend attendance of Meter Lab A prior to attending this Lab to maximize the learning potential of the program. The topics covered in depth in Lab A are the building block Lab B stands on.

For electric utilities, the only aspect of design and engineering more important than reliability is safety. Safety is of utmost importance and, for this reason, all four levels of the Line Design and Staking program have a heavy emphasis on safety. In this advanced course, students who have successfully completed the PLDS program will have the opportunity to expand their knowledge of line design to include standards, calculations and practices that enable designers to produce lines that are safe and reliable. Students will learn how reliability indices work and can be improved through appropriate route selection, pole and hardware choices, customer engagement, line access, visibility, phase configuration, recloser and fuse placement and documentation. Exercises in outage scenarios will demonstrate how all of these aspects of line design and staking can contribute to reliability, as well as, ease and speed of restoration. The certification test for this course will be given online the week following in-class instruction.
