Director of Human Resources
Job Summary
The Director of Human Resources (“HR”) serves as a key member of the District’s leadership team and is responsible for planning, directing, and overseeing all human resources functions for a small but highly technical workforce. This role ensures the District remains compliant with California and federal labor laws, supports a culture of safety and employee development, and provides strategic guidance to leadership in workforce planning, labor relations, and organizational effectiveness.

Job Description
Typical Duties Include:
- Develop and implement HR strategies, policies, and procedures aligned with the District's vision, mission, core values, regulatory requirements, and community values.
- Develop recruitment plans to attract qualified candidates for skilled technical, administrative, and field roles.
- Oversee full-cycle recruitment, onboarding, and retention strategies, including outreach to workforce pipelines and specialized utility labor markets.
- Oversee labor relations, including interpretation of collective bargaining agreements, grievance handling, and union negotiations support.
- Develop training programs for safety, technical skills, leadership development, and compliance.
- Administer employee compensation and benefits programs, ensuring competitiveness within public power and regional labor markets.
- Oversee benefits administration, including District’s self-funded health plan, and leaves of absence.
- Oversee or coordinate safety programs, regulatory requirements, training, and reporting.
- Ensure compliance with California labor and employment laws, including wage and hour, leave laws, workplace safety, and discrimination regulations.
- Coordinate HR-related risk management activities, including workers’ compensation and return-to-work programs.
- Assist in preparation of departmental budget and monitor departmental expenses approved under annual budget.
