Job Description: System Operations Supervisor

I. Introduction:
Train, direct, and supervise system operators in the control/operation/restoration of the electric system using the area maintained Supervisory Control and Data Acquisition (SCADA) and Outage Management System (OMS).

III. Knowledge/Education Requirements:
A. At least a two-year AA or AS Degree in a related field. Related experience may be allowed in lieu of formal education.
B. A minimum of (15) fifteen years’ experience in the planning/design, operation, construction, or maintenance of an electric distribution system with at least (10) ten years’ experience utilizing or maintaining a SCADA system.
C. Must have working knowledge of power system design, construction, operations and maintenance of a primary electric system.
D. Must have working knowledge of applicable codes, regulations and standards, both national and local.
E. Must have a working knowledge of engineering/operations-related information systems.
F. Must be courteous and have effective communication skills, both orally and written, for both internal and external communications. Must be able to effectively communicate with the public.
G. Must possess a strong level of competency in the use of personal computers, network access, directories, and intelligent electronic device support and access software systems.

IV: Duties/Responsibilities:
A. Essential Functions:
1. Train and direct employees to monitor and control the flow of electricity throughout the system by use of the SCADA and monitor, dispatch, and analyze outages and outage restorations using OMS.
2. Analyze information from SCADA and OMS, commercial/industrial customers, and field personnel to determine crew management strategies for Northcentral/outside crews for service restoration.
3. Create and maintain SCADA database which include system one-lines, equipment data points, alarms, and communication paths to individual system components of the electric system within the SCADA and OMS; including the supporting software and hardware for those systems.
4. Enter data into various computer systems; prepare/maintain system logs, maintenance tickets, and various reports.
5. Prepare and/or assist in the preparation of emergency response plans.
6. Receive/handle telephone and radio communications; provide information to Northcentral personnel, customers, and other external agencies/entities concerning system status.
7. Create, maintain, and implement safety and switching order program and documentation, while training operations and construction personnel to utilize it, for the safe and reliable operation of the electric system.
8. Monitor radio quality and report and troubleshoot radio transmission quality with mobile/portable radio provider.

B. Non-Essential Functions:
1. Performs other duties as requested by supervisor.

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit; use hands to handle or feel, talk and hear. The employee is frequently required to reach with hands and arms, stand, walk, stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
